CEBU CITY, Philippines — Despite being one of the country’s highly urbanized cities, many motorists in Cebu City still fail to comply with mandatory helmet laws. On Saturday, April 11, at least 14 motorcycle riders and passengers were apprehended during an intensified road safety operation led by the Land Transportation Office in Central Visayas (LTO-7).
