MANILA, Philippines — For the first time in history, the Department of Budget and Management (DBM) has opened its technical budget hearings (TBH) of select government agencies to civil society organization observers as part of the preparation of the 2027 National Expenditure Program (NEP), which will be the basis of the national budget law next year.
