Fifteen children in conflict with the law (CICL) who escaped from the Cebu City Operation Second Chance Center (CCOSCC) in Barangay Kalunasan, Cebu City, broke out on Saturday, April 11 by allegedly destroying a metal barrier installed on the dormitory window, police said.
