Ex-DPWH official returns ₱130M; his SALN had only ₱10M

He had already remitted ₱130 million out of the ₱150 million that he pledged to return to the government to qualify for the witness protection program (WPP) in relation to the flood control scandal, he told the Sandiganbayan on Friday.
